Create a pending staff account
New accounts stay pending. They cannot access the staff portal until HR issues the agreement, the new starter signs it and HR approves it. IT Manager and IT Admin roles cannot be granted through this form. No automatic email is sent at creation.

Contracts here are fictional participation agreements, not legal employment contracts. HR edits and signs the terms. The recipient signs with a private link; HR makes the final activation decision. Use a controlled test email inbox for testing.

Pilot scope
Version 34.5 covers online profiles, multi-role pending account creation and fictional HR agreements. The rich modules from local demo V33.3 (centre leave, HR casework, annual audits, recruitment, EIS/EYIS referrals, etc.) are not yet hosted; see the included parity checklist. IT backup tools are not included in this pilot.
